She was commissioned as Junior Joint Magistrate and Collector for the first time in February 2005 in Lucknow. In July 2005, she was appointed as Joint Magistrate and Collector of Allahabad with responsibility for land revenue management and district administration. In June 2007, she served as district collector of Gazipur. She was appointed additional commissioner of Meerut city in 2008 and later became district magistrate and collector of Amroha district in Uttar Pradesh in 2009. In May 2010, she served as Vice Chairman of Hapur Pilakuva Development Authority, Ghaziabad. After returning from maternity leave, she became the Managing Director of KESCo (Kanpur Electricity Supply Company) in Kanpur Nagar. While working at KESCo, she launched a dedicated operation to catch electricity thieves, fix tampered meters and encourage consumers to pay their bills on time. According to the power ministry website, KESCO’s losses fell to 15.6%, half the level of losses in 2015, helping Kanpur save thousands of crores of rupees.
She was appointed District Magistrate and Collector of Pilibhit (2012), Sambhal (2012) and Shahjahanpur (2013). In 2013, she participated in a mid-career training program to study personnel and general management. In February 2013, she became Director (Administration), Uttar Pradesh Health Services, Lucknow. In October 2013, she started serving as Special Secretary and Commissioner, Food and Civil Supplies, Department of Food and Civil Supplies, Government of Uttar Pradesh. In May 2015, she was appointed as Special Secretary to the Government and Director, Department of Medical and Health Services, Ministry of Medical, Health and Family Welfare, UP. She started working as General Manager (Human Resources) with GOI and Rural Electrification Limited, New Delhi in October 2015. In July 2017, she became the Vice Chairman of Agra Development Authority. In October 2017, she was appointed DM, Collector and Vice Chairman of Ghaziabad Development Authority. In 2019, she became the CEO of Noida and Greater Noida and the Managing Director of Noida Metro Rail Corporation.
In July 2023, Lokesh M, a 2005-batch IAS officer of Uttar Pradesh cadre, succeeded Ritu Maheshwari as the CEO of Greater Noida Industrial Development Authority (GNIDA). She was appointed as Agra Divisional Commissioner on July 19, 2023, replacing Amit Gupta, a 2000-batch IAS officer of Uttar Pradesh cadre.

In May 2022, the Allahabad High Court issued a non-bailable warrant against Ritu Maheshwari for failing to appear in a contempt case related to land acquisition. The court directed police to take her to court within next week. Justice Saral Srivastava issued the order on May 5, 2022, in a contempt of court case filed against Manorama Kuchhal and another person whose land was acquired by the New Okhla Industrial Development Authority (NOIDA) in 1990. They said they did not receive fair compensation. On April 28, 2022, the court scheduled the case to be heard on May 4, 2022, and directed Ritu to appear in court; however, despite receiving the summons, she did not attend the hearing. The court observed,
Considering that although the petitioner’s land title was illegally taken over by NOIDA in 1990, the court order was not complied with and not even a penny was paid as compensation. When the court summoned CEO NOIDA in contempt proceedings, she did not appear before the court when the matter was dealt with, which led her lawyers to request the court not to deal with the matter until she reached the court because of her The flight was that the Court held that such behavior by CEO NOIDA constituted deliberate disrespect for the Court as an official of the company’s CEO level wanted the Court to handle the matter on her mercy and, therefore, the Court held that it was a show of disrespect to the CEO Suitable cases for issuance of non-bailable arrest warrant in Noida. ”
Sentenced to jail
After the district consumer forum issued an arrest warrant against Ritu Maheshwari in January 2023, she was sentenced to one month in jail. The case stems from a dispute between the plot allottee Mahesh Mitra and the Greater Noida Development Authority (GNIDA). The case dates back to 2001, when Mahesh Mitra applied for allotment of a piece of land. However, he filed a case at the District Consumer Forum in 2005 as GNIDA did not allocate the land to him. After legal proceedings, the court issued a judgment in December 2006, directing GNIDA to allocate a piece of land measuring 1,000 to 2,500 square meters to Mahesh Mitra. In addition, the Forum ordered GNIDA to bear all legal costs related to the matter. Unsatisfied with the verdict, GNIDA appealed to the National Consumer Commission, which ruled in favor of the development authority. In this regard, Mahesh Mitra further approached the National Consumer Commission, challenging the National Consumer Commission’s ruling. Ultimately, the National Consumer Commission ruled in favor of Mahesh Mitra. However, despite the National Consumer Commission’s ruling, GNIDA did not implement these orders. Accordingly, an arrest warrant was issued against Ritu Maheshwari, who holds a senior position in the agency, as he was held responsible for non-compliance with the commission’s orders. As a result, she was sentenced to one month in prison in January 2023.
