From July 1990 to May 1992, he served as Professor of English and American Literature at St. Bede’s College, Shimla. In 1992, he was appointed to the Punjab Civil Service and subsequently served as SDM in various districts. In 2008, he was promoted and entered the Indian Administrative Service due to vacancies in the state civil service quota in Punjab. Although Popli was continuously included in the merged eligibility list for vacancies to be considered for promotion to IAS from 2010 to 2013, he had to fight a legal battle to get promoted to IAS. The then Chief Secretary reportedly refused to issue him a probity certificate. In 2016, he filed a petition before the Central Administrative Tribunal (CAT) seeking consideration for inclusion in the Indian Administrative Service, claiming that the IAS branch of the Punjab government’s personnel department had tampered with and distorted his ACR for 2007-08. On June 20, 2022, the Punjab Vigilance Directorate arrested IAS officer Sanjay Popli and his associate Sandeep Vats on corruption charges. Punjab Water Supply and Sewerage Board CEO Popli allegedly charged 1% commission from the contractor of the Rs 7-crore sewerage project in Nawanshahr. Kanal contractor Sanjay Kumar provided a video evidence through the anti-corruption hotline. Kumar used a pen camera to record Watts accepting bribes.

Popli was booked under the Arms Act after he was arrested on June 20, 2022, in connection with the bribery case. During a search, Vigilance Service officers found 73 bullets (41 7.65 caliber bullets, 30 .22 caliber bullets and two .32 caliber bullets) in his home.

Accused Vigilance Bureau of killing Kartik Popli
His son Kartik Popli died of gunshot wounds at his home in Chandigarh’s Sector 11 on June 25, 2022, when the Punjab Vigilance Team launched an investigation into Sanjay Popli’s death. The house was searched on corruption charges. While Kartik’s family claimed that a Vigilance Bureau officer shot Kartik to death, Chandigarh’s senior police officer Kuldeep Chahal said Kartik shot himself with a licensed gun. of. Although Kartik was rushed to the hospital immediately, he was declared dead on arrival. The vigilance bureau seized 12 kilograms of gold, 3 kilograms of silver, four Apple iPhones, one Samsung foldable phone and two Samsung smart watches from the storeroom of Popli’s house. The 12 kilograms of gold include 9 gold bricks of 1 kilogram each, 49 gold biscuits and 12 gold coins. Besides three silver bricks weighing one kilogram each and 18 silver coins, cash of Rs 3.5 lakh was also seized.
Narrating the cause of her son’s death, Sanjay’s wife Shri said the vigilance team took Kartik to the first floor for interrogation. she says,
They started pressuring him… They wouldn’t let me go upstairs despite my requests. I somehow caught a glimpse of them from the stairs and saw they had their guns pointed at my son. I tried to go upstairs but was stopped. After a while, I heard a gunshot. They killed my son. “
Facts/Trivia
- In 1997, as the SDM of Jalalabad, he clashed with a police officer, leading to a police standoff with Popli. Therefore, Sanjay was transferred from Jalalabad.
- His 2003-2004 Annual Confidential Report (ACR) contained negative comments, with the following overall assessment:
