Thrawn is the only alien in the Empire to be promoted to Grand Admiral, and he is set up as the main villain. But is Thrawn really loyal to the Empire? There’s evidence in canon that he has an agenda, and that’s just been backed up in a surprising way.
new Star Wars Encyclopedia Contains an entry about Eli Vanto, one of Thrawn’s key operatives, whose affiliations are interesting. Fanto was an Imperial who worked closely with Thrawn and was crucial to Thrawn’s plans, with the Grand Admiral eventually sending him to the Chiss hierarchy as his agent. According to the encyclopedia entry, Vanto’s “relationship” is still with Thrawn. Here’s what it says:

Please note that Star Wars Encyclopedia Consider Thrawn as an independent party, loyal to neither the Empire nor Chiss rule. Interestingly, no other character has this connection, suggesting that Thrawn spends most of his time dealing with Imperial and Chiss loyalists.
What Grand Admiral Thrawn’s Agenda Means for Star Wars
What is Thrawn’s true loyalty?
In one sense, Thrawn’s questionable loyalty isn’t surprising. Although this is true star wars rebels and Ahsoka Timothy Zahn’s classic novel seems to paint him as an Imperial loyalist, but goes much deeper to reveal his true motivations. Thrawn believed that powerful and dangerous forces existed in the Unknown Regions, and that a strong Empire was the best defense against them. This is the key to his slogan: “Long live the empire,” no”Long live the emperor.“He was loyal to a philosophy, not to a power structure.
This means that Thrawn’s alliances are always temporary because no one else shares his motivations. He would be happy to take charge of the remaining Imperial forces, but the Imperial Shadow Council would be wise to watch him carefully. The marshal doesn’t agree with their agenda, and he could easily undermine their long-term strategy. This is especially true given that the Shadow Council is working on the Necromancer program to try and resurrect Palpatine, who Thrawn has no loyalty to.

A story with extraordinary potential
It’s easy to see the huge potential here. Grand Admiral Thrawn is obviously concerned about Star Wars‘Future; he is widely considered to be the main rival The Mandalorian and Groguhis story culminates in Dave Filoni’s mysterious film. However, what is even more exciting is that Star Wars This could then be built upon to reveal some of the extragalactic powers that Thrawn is so afraid of. Thrawn’s true motivations create a lot of exciting potential stories for the series.

The only alien to rise to the rank of Grand Admiral, Thrawn was a strategic genius from an isolationist race known as the Chiss. Thrawn’s motivations are puzzling, but his tactical brilliance makes him a vital asset to the Empire. Jedi Padawan Ezra Bridger successfully defeated Thrawn at the Battle of Lothal, resulting in Thrawn being exiled to the distant planet of Peridia in another galaxy, but the Grand Admiral has now returned.
