The 20-second clip shows three men wielding machetes outside Nottingham Contemporary Art Gallery.
Two men appear to be trying to fight a third as people look on in panic.
The machetes are raised and ready to cut, but none of the men swings them or strikes.
During the fight, the woman appears to be yelling at two of them and trying to get them to separate.
As the pair disperse, a close-up shows one of the men sheathing his machete before fleeing the scene.
A gallery worker who spoke to the BBC said he feared for his life.
“They were breaking each other with knives, and a lady tried to stop them.
“I’m afraid this could happen here. It was very scary.”
Nottingham Police have now launched an appeal for information about the fight.
It said officers were called at 12.31am on Wednesday January 31 to Weekday Cross in Nottingham city centre.
Police searched the area and were unable to find anyone, and there were no reports of injuries.
Chief Inspector Karl Thomas, from Nottinghamshire Police, said: “I have seen the footage of this incident and I share the same sense of disgust that other viewers will feel.
“Detectives are urgently investigating what happened and are working rapidly to identify all the young people involved.
“I am asking anyone who recognizes them to come forward as soon as possible. Although incidents of this nature are rare, we fully understand the concern they cause in the community.
“I want to assure everyone how seriously we take this incident.
“We work every day to remove weapons from our streets and to educate young people about the dangers of carrying them.
“Incidents of this nature highlight how important this work is and why it is such a high priority for Nottinghamshire Police.”
Anyone with information about this incident is asked to call 101 quoting incident 292 of 31 January 2023.
