Much of the Sage sisters’ plan revolves around ruining Starlight’s reputation, and the decision to bring Firecracker into the Seven is key. The fact that Sage used Firecracker despite her hatred of her proves that she was crucial to their grand plan, and the Shapeshifter could be the culmination of this Starlight replacement plan.
By using a figure resembling Starlight to assassinate the President, Sage’s plan would not only lead to Superman coming to power in the form of Victoria Newman, but would also lead to a public outcry against anti-Superman supporters.
