Udit Prakash Rai is an Indian Administrative Service officer of the 2007 batch AGMUT cadre. He is the former CEO of Delhi JAL Board (DJB). The home ministry suspended him on July 31, 2023, amid allegations that he ordered the demolition of a 15th-century monument in southeast Delhi and the construction of a new government residence in its place.

On February 10, 2020, JS Sharma filed a complaint against Udit Prakash Rai in the Home Department for allegedly accepting bribe of Rs. 50 lakh compensation for providing “undue advantage” to DAMB’s erring executive engineer PS Meena. He was also accused of downplaying punishment in two corruption cases in which Meena was found to be involved. Forgery case of ‘fake’ signatures of two UT chief secretaries
In 2023, Delhi Police filed a forgery case against IAS officer Udit Prakash Rai. He was accused of forging the signatures of two chief secretaries from different union territories on his annual performance appraisal report (APAR). A case has been registered at the IP Estate police station under Section 465 (Penalty for forgery) and Section 471 (Fraudulently or dishonestly passing any document or electronic record as genuine). The complaint was lodged on June 2 by Special Secretary (Vigilance) YVVJ Rajasekhar. The complaint highlighted discrepancies in Rai’s APARs from April 2017 to March 2021, where the data was submitted manually instead of through the official portal, in violation of the All India Service Rules. In August 2022, Udit notified the service that due to a technical glitch, he was unable to submit his paper online and would therefore need to submit it manually. However, when the service sent the document to Reporting and Review for verification, it was discovered that the cited official had not made any comments on the APAR and had not signed it.
Suspended by the Ministry of Home Affairs
On April 26, 2023, the Delhi Vigilance Department issued an interim notice to IAS officer Udit Prakash Rai for the demolition of a 15th-century building in Jal Vihar, southeast Delhi. The notice said the building was demolished to make way for Rai’s residence during his tenure as CEO of Delhi JAL board. Although Rai was posted in Mizoram, his family lived in a newly constructed residence that replaced the medieval monument. The issue began in December 2020, when the Delhi Archeology Department visited the site and discovered historic structures. The department seeks possession of the site for conservation. According to the archaeological department, the site is a “Pathan period” Mahal dating back to 1418 during the Sayyid dynasty’s rule in Delhi and is listed in the Archaeological Survey of India’s (ASI) list of Muhammadan and Hindu monuments of great significance. The archaeological department revisited the site in January the following year, only to discover that the monument had been completely demolished to accommodate a luxurious bungalow intended to serve as the official residence of the CEO of Delhi JAL Board. The show-cause notice highlighted that the monument was controlled by DJB and the newly constructed houses exceeded the area prescribed for Type VIII quarters by nearly 300 square meters. Rai is entitled to V-shaped government housing. The bungalow covers an area of about 5,500 square meters and was constructed at a cost of Rs 4 crore. On July 31, 2023, Udit Prakash Rai was suspended from service by the Ministry of Home Affairs on official orders. The MHA command is as follows:

However, Rajeshkar was found absent from the office. In his complaint letter, Udit Prakash Rai said that he and his family were facing harassment on the pretext of investigation.
