Vikram Doraiswami is a 1992-batch officer in the Indian Foreign Service (IFS). Before that, he worked as a reporter for a year. Doraiswami trained in New Delhi from 1992 to 1993. Thereafter, he was appointed as Third Secretary at the High Commission of India in Hong Kong in May 1994. While in Hong Kong, he took a diploma course in Chinese at the University of Hong Kong. New Asia Yale School of Asian Languages, The Chinese University of Hong Kong. After nearly four years in Hong Kong, he was posted to the Indian Embassy in Beijing in September 1996. In 2000, he returned to the Ministry of External Affairs, New Delhi, as Deputy Chief of Protocol (Protocol). During the tenure of Prime Minister Atal Bihari Vajpayee, he was appointed to the Prime Minister’s Office in May 2004 and served as the personal secretary to Prime Minister Dr. Manmohan Singh.
In 2006, he was appointed Political Counselor at the Permanent Mission of India to the United Nations in New York, and in October 2009, he served as Consul General of India in Johannesburg, South Africa. In July 2011, Doraiswamy returned to the Ministry of External Affairs (MEA) in New Delhi and headed the South Asian Association for Regional Cooperation (SAARC) department. He also served as coordinator of the fourth BRICS leaders’ meeting held in New Delhi in March 2012. From October 2012 to October 2014, he served as Co-Secretary of the Americas Division of the Multilateral Environmental Agreement. In October 2014, he was appointed Ambassador of India to Uzbekistan. From April 2015 to July 2018, he served as India’s Ambassador to South Korea.
After completing his duties as ambassador to South Korea, he returned to the headquarters in July 2018 as head of the Bangladesh and Myanmar departments. In April 2019, he was tasked with establishing a new Indo-Pacific division in the Middle East and Africa region. He was promoted and designated as Additional Secretary for International Organizations and Summits in December 2019. Doraiswamy served as the Indian High Commissioner to Bangladesh from October 2020 to September 18, 2022.
He assumed office as the High Commissioner of India to the United Kingdom on September 23, 2022. In a traditional ceremony, Doraiswamy rode in a classic carriage to present his credentials to King Charles III at Buckingham Palace. He submitted a letter of commission, a formal letter, to the monarch, Drupadi Murmu, as the head of state of the United Kingdom, marking the official start of his tenure in the United Kingdom. He was the first Indian envoy to be received by the king at the palace since the death of Queen Elizabeth II, Britain’s longest-reigning monarch.
