Vinai Kumar Saxena started working as an Assistant Officer in JK Group Rajasthan White Cement Plant in 1991. He worked there for nearly 11 years in a variety of roles. In 1995, he was selected as the General Manager for a proposed port project in Gujarat. With his high work efficiency and dedication towards his work, he was subsequently promoted to CEO and later as Director of Dholer Port Project.

National Commission on Civil Liberties (NCCL)

In 1991, he established the National Commission on Civil Liberties. The non-profit organization is strictly opposed to the Narmada Bachao Andolan campaign launched by social activist Medha Patkar for the welfare of adivasis. On January 26, 2001, a strong earthquake occurred in Gujarat. NCCL sought the help of Earth Center, a well-known organization in Hyderabad that specializes in interpreting satellite photos, to investigate the impact of earthquakes on SSP using satellite images. He has also been involved in water resources planning and watershed management in the states of Gujarat and Rajasthan. NCCL commissioned a study called ‘Trishna’ in 2003 to deliver unutilized water to arid areas of Gujarat and Rajasthan to promote deeper science on environmental issues by highly qualified Indian and foreign scientists know. In 2004, Vinai Kumar Saxena’s Ahmedabad-based NGO came up with ‘Mission ENDURE (Ensuring Dust Reduction)’. The vision that started the project was based on a very simple and feasible method of paving road shoulders across the city with environmentally friendly materials, thereby eliminating dust assimilation and thus preventing dust from being raised by vehicles and pedestrians. The project has received high global recognition and appreciation, and won the United Nations “Dubai Habitat International Award”. On November 21, 2014, he launched another project called “Rainbow Mountain” in Wanaji village in Sabarkantha district of Gujarat. The project aims to reconstruct/rehabilitate and modernize tribal houses in Adivasi Vanaj village, located on a hillock facing a large lake. The Adivasis built 12 selected houses in Wanaji using mud for the walls and local wood for the ceilings. Those dilapidated, dusty houses were unfit for human habitation. NCCL completed the rehabilitation and reconstruction of these 12 houses in a record time of three months. As part of the program, restoration of walls, floors, roofs, balconies and other structures, including toilets, was completed. The goal of the program is to provide basic facilities to impoverished Aboriginal people while protecting their culture, customs and environment. These Aboriginal people are also encouraged to rent out a room in their rebuilt houses to attract tourists to supplement their income.

Homespun and Village Industries Committee (KVIC)

Vinai Kumar Saxena was appointed in 2015 as the Chairman of Khadi & Village Industries Commission (KVIC), an organization within the Ministry of Small, Medium and Micro Enterprises, Government of India, responsible for implementing the Homespun and Village Industries Scheme. Under his leadership, he launched several innovative employment schemes such as ‘Honey Mission’, ‘Kumhaar Sashaktikaran Yojana’ and ‘Leather Artisans Empowerment Scheme’. He promoted khadi mainly in the public sector and government sectors and secured major orders from companies like Air India, ONGC, REC, PMO, Railways, Ministry of Health, Department of Posts and Telegraph. He also proposed e-governance and e-portal for allotment of subsidy to entrepreneurs, khadi institutions and artisans in khadi industry, bringing transparency and ease of implementation. While working for the committee, one of his most recognized efforts was opening khadi for sale through franchises, malls and retail chains. Khadi is sold at Khadi Korners in Globus, Noida, Chennai and Ahmedabad with the help of Retailers Association of India. Khadi Korners are also opened in Apna Bazars across the state.

During his tenure, KVIC’s turnover increased by 248% and 4 million new jobs were created in just seven years. In 2021-22, KVIC achieved a historic turnover of Rs 115 crore for the first time, the highest so far for KVIC and an Indian FMCG company.

Jawaharlal Nehru University

On March 18, 2019, Vinai Kumar was appointed as a member of the University Court of Jawaharlal Nehru University, New Delhi, by the Honorary Chancellor of India. He served as a visiting scholar at the university for three years.

Council for Scientific and Industrial Research (CSIR)

Soon after Vinay Kumar took office as Lieutenant Governor, he transferred 40 senior officials.
