What is Goa’s new policy on beach huts?

Goa is a place that covers some of the most beautiful beaches in the country. These beaches are not only a pleasure for the locals to watch, but also a recent policy that talks about the creation of temporary seasonal facilities dedicated to the upcoming three tourist seasons.

The “Goa State Shack Policy 2023-2006” is a policy recently approved by the Government of Goa to create seasonal structures, such as deck chairs, umbrellas and beach shacks for the upcoming tourist seasons.

Not only for local but also for foreign visitors, beach huts have always been a top favorite. These huts are actually designed from environmentally friendly raw materials, such as wooden poles and bamboo.

How will the cottage policy contribute?

The shack policy allows unemployed Goans to build and manage shacks on the beaches of Goa for the temporary tourist season starting from 1st September to 31st May.

The barracks will be dismantled positively by June 10.

According to the policy, a total of 105 shacks are allowed in South Goa and a total of 259 shacks are allowed on North Goa beaches. The allocation of permits for the management of huts is done on the basis of lots, and only one hut per family will be allowed.

Are there any changes in the new policy?

The government had inserted a controversial clause in the draft policy, which said that for allotment of beach huts, the applicant’s age should be between 18 and 60 years. This clause has sparked outrage among Goa’s traditional stakeholders. Beach hut rules previously did not contain such a clause, and therefore no age limit.

Relaxation of eligibility criteria is another new aspect of the policy. This is an attempt to “encourage newcomers” in the trade. The government will allot 90 percent of the huts to candidates with at least one year of experience in running a hut. However, only 10 percent of those have no such experience.

Another more interesting aspect of the new policy is that it mandates the shacks to represent Goan cuisine.

“Digital coast” is another new aspect of the new policy. Through the “Digital Coast”, shack users will be provided with Point of Sale (POS) machines to drive digital transactions for customers.

Are there penalties?

That. Earlier, the penalty for subletting a hut was 10 lakh rupees, but now it has been increased to 25 lakh rupees. In case the toilet is found to be “unhygienic”, a fine of 10,000 in total is charged.
