Percy was born on May 28, 1988 to mother Linda and father William Percival Harvin Jr. Linda previously ran track at Princess Anne High School in Virginia and coached the AAU team.

During his sophomore year of high school, Percy took over as head coach of the Landstown Eagles football team. His first win for his school was a 14-0 victory in the Virginia High School League.
