In 1998, Arvind contested elections for the first time in Delhi’s Gandhinagar constituency and won by a huge margin, defeating the Bharatiya Janata Party candidate. He became the youngest member of the second Delhi Assembly Legislative Assembly (MLA). In 2003, he entered the cabinet and was appointed education minister by Sheila Dikshit, the then Chief Minister of Delhi.

Arvind won four consecutive elections from Delhi’s Gandhinagar constituency in 1998, 2003, 2008 and 2013. During his tenure, he held various positions in urban development, taxation and transportation. He also served as the chairman of the Delhi State Congress Committee from 2013 to 2015.

Lovely contested against Gautam Gambhir (Bharatiya Janata Party) and Atishi (Aam Aadmi Party) in the 2019 Lok Sabha elections from East Delhi constituency, but he lost to Gambhir by 3, 92,000 votes. In the 2020 Delhi Assembly elections, he came third with 19.14% (21,914) votes. He lost to the BJP’s Anil Kumar Bajpai and AAP’s Naveen Chaudhry.

Initiatives taken as a priority

He works tirelessly to improve his field. As an MLA, he was responsible for the construction of East Delhi’s first metro station – Gandhinagar Station. Apart from this, he also built 6 community centres, 5 schools, 2 large water tanks and 4 hospitals while also installing sewer lines across Gandhinagar. During his tenure, he initiated the construction of four bridges in various colonies including Geeta Colony, Mayur Vihar, Nizamuddin and Wazirabad. He also played a key role in the construction of the Signature Bridge, laying the cornerstone for its construction.

As Delhi’s longest-serving education minister, he undertook several initiatives aimed at improving the education system in the Union Territory. He implemented EWS (Economically Weak Section) quota and Laadli scheme to help the weaker sections get quality education. Thanks to his efforts, the dropout rate in public schools dropped significantly, from 7.8% to 1.7%.

Lovely formalized nearly a thousand residential areas in Delhi and launched the Delhi Urban Village Development Plan, benefiting 135 urban villages and covering a population of 4.5 million. He also took the initiative to develop slums into apartments and give ownership rights to slum dwellers.

Served as Minister of Transport

As transport secretary, Lafley was solely responsible for replacing Blue Line buses with low-floor buses, which more than doubled the number of buses in Delhi and significantly improved road safety. He also upgraded the entire Delhi bus fleet to CNG in a record 6 months. Also, he is credited with centralizing and interconnecting all the transport authorities in Delhi.

Arvinder Singh has been appointed as the new Chairman of the Delhi Congress Committee (DPCC) on August 31, 2023, succeeding Chaudhary Anil Kumar. He is considered a close ally of the Am Ademi Party (AAP) and has been chosen to strengthen the India bloc, a coalition of Congress and other parties aimed at challenging the Indian people in the 2024 Lok Sabha election.
