Ashokrao Shankarrao Chavan is an Indian Maharashtra politician and a senior member of the Indian National Congress; however, on February 13, 2024, he joined the Bharatiya Janata Party. He served as the Chief Minister of Maharashtra and served as several cabinet ministers.

In 1987, Ashok Chavan contested the by-election from the Nanded Lok Sabha constituency on behalf of the Indian National Congress and defeated his nearest rival PY Ambedkar by 1,11,118 votes. In 2014, he won the Indian National Congress seat by defeating DB Patil of the Bharatiya Janata Party by a margin of 81,455 votes and was elected to the Lok Sabha from the Nanded constituency in Maharashtra. In 2019, he contested the Lok Sabha election from the Nanded constituency in Maharashtra as a candidate of the Indian National Congress, but lost to the Bharatiya Janata Party’s Pratap Rao Patil Chihari Card.

Adarsh housing society scam
Adarsh Housing Society is a thirty-one apartment building located in Colaba, Mumbai. Initially, the building was meant to be a residence for Kargil War veterans and their spouses. However, the people living in the complex are relatives of bureaucrats and politicians who have nothing to do with the Kargil conflict. Three flats in the Adarsh Housing Society are said to be owned by the mother-in-law of then Maharashtra Chief Minister Ashok Chavan. RTI information revealed that Chavan approved the sale of 40% of the houses to common people. On November 7, 2009, he resigned as the Chief Minister of Maharashtra following allegations of corruption following the Adarsh Housing Society scam. In December 2013, the then Maharashtra Governor K Sankaranarayanan refused to approve the prosecution of Chavan.
The Sessions court later refused to remove his name from the list of defendants in the case. The Bombay High Court upheld the court’s decision in 2015. In 2016, Maharashtra Governor Vidyasagar Rao allowed the CBI to prosecute Chavan. However, Chavan moved the Bombay High Court to overturn the ruling. The Bombay High Court on December 22, 2017 overturned the Governor’s decision and ruled that Chavan should not be charged in the case.
Abuse of election expenses
In 2009, Madhavrao Kinhalkar, a former minister in the Maharashtra government, claimed in a complaint filed with the ECI that Chavan spent huge amounts of money during the 2009 assembly elections but did not disclosed this expenditure in his affidavit. Kinhalkar said that while Chavan’s accounts showed an expenditure of Rs 5,379 on newspaper advertisements, Chavan spent crores of rupees on sponsored news. In 2014, Chavan was found guilty by the Election Commission (EC) for providing it with false information about election expenditure.
Corruption case
In 2013, Kirit Somaiya had accused Ashok Chavan of separating the mining portfolio from the industries ministry and keeping it in his hands for personal gain. Other senior BJP officials further claimed that Chavan had reduced the advance payment required by private players on mining lease amounts from 50 per cent to 10 per cent. In an interview, Somaiya while accusing Chavan of corruption said,
The Maharashtra government has procured seven coal blocks from the central government. While the state government retained three coal blocks for power generation, the other four blocks were transferred to the Maharashtra State Mining Corporation (MSMC) and subsequently allotted to private players. The scam amounted to Rs 375 crore. Chavan suggested that two coal blocks be allotted to Gupta Steel, against which the Center has filed an FIR. ”
land encroachment
In June 2015, RTI activist Digambar Pajgade filed a complaint before the Chief Judicial Magistrate of Yavatmal alleging that the Jawaharlal Darda Education Society was encroaching on an open public space in Yavatmal. The complaint alleges that in the early 1990s, the education association built a huge compound wall and an English school on about 1,000 square meters of land owned by plot owners in the area for utility purposes. The decision of the Chief Judicial Magistrate of Yavatmal to declare the encroachment illegal was challenged by Chavan and others and was later rejected by a division bench of Nagpur Justices AB Chaudhari and PN Deshmukh of the Bombay High Court.
Illegal use of petrol pumps
He was accused of nepotism at the beginning of his political career for distributing petrol pumps to relatives. In 1993, the Supreme Court canceled the petrol pump allotment to Chavan’s uncle’s son-in-law.

- Ashok Chavan started his political career as a student wing leader of Pune University.
- After the Congress-NCP victory in the 2009 Maharashtra Assembly elections, the NCP was said to have opposed Chavan’s appointment as chief minister and suggested Sushil Kumar Shinde to replace him. However, AICC president Sonia Gandhi sided with Chavan.
