Without the support of real superheroes, President Ross may try to form his own Avengers. This could explain why Yelena Belova, Bucky Barnes, and others came together to form the MCU’s Thunderbolts. This would give the Avengers a darker tone, as each member of the Thunderbolts has a history as a villain or anti-hero.
