Cecilia Dapaah Money, Special Prosecutor seizes again

Not much time has passed since the court ordered OSP to unfreeze Cecilia Dapaah’s account and return the seized money to her, but OSP froze her account again. The previous judge ruled that the court did not have jurisdiction to hear the case because it was brought outside the deadline. The Special Prosecutor’s Office again took several actions to block her account. This major development was made by OSP after complying with court orders. Last week, the High Court in Accra ordered the OSP to return Cecilia Dapaah’s money ($590,000) that was seized from her house. In addition, the High Court in Accra also ordered OSP to unfreeze her bank accounts with Prudential Bank and Societe Generale. Earlier, the Office of the Special Prosecutor drafted a decision and order of the High Court in Accra that unfroze her bank accounts and returned the cash seized from her house. But the Office of the Special Prosecutor has once again ordered the freezing of bank accounts and investments on September 5, 2023, in connection with suspected corruption and immorality-related offenses involving the sources and ownership of large sums of money. The OSP’s official statement reads: “The Office of the Special Prosecutor acted in accordance with the decision and order of the High Court in Accra dated August 31, 2023 by unfreezing Cecilia Dapaah’s frozen bank accounts and investments. OSP also returned and seized the amount of cash in the presence and consent of her and her lawyers.” The prosecutor argued that there were some reasonable grounds to support his decision on Cecilia Dapaah, “following the said judgment and order of the high court and the compliance of the said judgment and order by the OSP, the OSP invoked its statutory powers under Section 38 Part 1 Act 959 and provisions 19 (1) LI2374 ordering the freezing of the bank account of Dapaah with effect from September 5, 2023.”
