However, last summer, financial malfeasance committed during the era of Roman Abramovich was highlighted, in which funds were paid to agents from accounts that did not go through the club’s books.
The Stamford Bridge club’s latest financial accounts showed that £150m was set aside when Todd Boehly and Co bought the club to cover potential legal costs.
And now the two Prem giants have effectively been told they could face the ultimate punishment – by the Commission which stripped Nottingham Forest of four points this week.
In their 52-page written reasons, Robert Glancy KC, sports law expert Mark Hovell and accounting expert Steve Holt explain why they reached the judgment in the Forest case and put into context the City Ground’s 34.5% breach of the Profitability and Sustainability Rules million pounds.
They point out the unlimited sanctions available in each case, “from warnings to expulsion from the Premier League”.
The Committee added: “When the PSR violation is ‘minor’, then other Committees will decide whether the deduction of points is necessary, appropriate or proportionate.

“But if the breach is properly described as ‘major’, then it may be that even a very severe sanction such as expulsion is more appropriate.”
