On Monday, Representative Chip Roy charged House Speaker Kevin McCarthy with making an agreement that would make it more difficult for negotiators to pass a measure raising the US debt ceiling this week.
However, McCarthy’s supporters swiftly shot down the Texas Republican, heightening the tense atmosphere ahead of Tuesday’s crucial House Rules Committee meeting. This also increased pressure on the only conservative holdout, Rep. Thomas Massie of Kentucky, who has yet to voice his opinion on the proposal.
Roy said that McCarthy and the nine Republican members of the influential panel struck a handshake agreement in January stipulating that in order to forward any proposals, the support of the majority of Republicans on the panel was required. Since Roy, a member of the panel, and another conservative committee member are attempting to stop the bill from moving forward, this would essentially defeat the debt ceiling bill.
Roy tweeted, “A reminder that it was made clear both that nothing would pass Rules Committee without AT LEAST 7 GOP votes – AND that the Committee would not enable reporting out rules without unanimous Republican support. This was during Speaker efforts to establish the coalition.
Senior GOP sources confirmed that there was an agreement for seven Republican committee members to vote in favour of moving a measure forward in order to get it to the floor, but they categorically deny that there was an agreement for all nine members to vote in favour of the bill moving forward.
“I’ve never heard of that before. The rest of the conference was ignorant of those conversations, if they had occurred, according to South Dakota representative Dusty Johnson. “And, to be honest, I doubt them.”
The controversy is noteworthy since Roy, a Republican from South Carolina, and Republican Rep. Ralph Norman are both members of the committee, which is made up of nine Republicans and four Democrats. In an effort to prevent a June 5 default, both men have emerged as strong opponents of the bipartisan debt limit agreement, claiming it offers little to control government spending.
Massie, a third conservative panel member, has been silent regarding his strategy for the rule vote in committee. As part of the pledges he made during his arduous speaker’s triumph, McCarthy pledged to name all three men to the panel. This was done to give conservatives more clout on committees, notably Rules, which is generally filled with the speaker’s closest loyalists.
