Sixteen national teams are competing in this tournament, and each team had to register a squad of up to 23 players, including three goalkeepers. Only the players listed in these squads have the right to participate in the tournament.

Before the start of the tournament, each national team had to submit a provisional roster of up to sixty players, including at least five goalkeepers, to CONCACAF. This should have been done no later than thirty days before the opening of the match. The final list of 23 players per national team had to be submitted by June 14, 2023, which is ten days before the start of the tournament.

After the group stage, teams that qualify for the knockout stage may also make substitutions due to serious injury, as confirmed by the Medical Committee, up to 24 hours before their quarter-final match.

Substitute players must be selected from the provisional list and inherit the jersey number of the substituted player. The twelve teams that participated in the qualification phase also had to submit their provisional and final lists within the given deadlines. The three teams that advanced to the group stage had to keep the same final roster. On June 15, 2023, CONCACAF released the final squad lists for the qualifying stage.
