An 80-year-old dog walker was allegedly kicked to death by a group of children in a park after she had previously complained to police about anti-social behaviour.

Bhim Sen Kohli tragically died in hospital after he was allegedly attacked while walking his dog in Franklin Park.

The pensioner had previously complained to the police about anti-social behavior involving children in the area.

But police sources said no action had been taken and Leicestershire Police had referred the matter to the Inspector General of Police.

A spokesman for the Independent Office for Police Conduct said: “We can confirm that we have received a referral from Leicestershire Police in relation to this case. We will carry out an assessment in due course to decide what further action may be required from us.”

Locals described the grandfather of two as a “gentle” man who took his four-legged friend out every day.

Long-time friend and neighbor Deep Singh Kalia, 70, knew Mr Kohli for more than 30 years and said: “He was such a lovely guy. It’s a terrible shock.

“I would meet with him every day. We are both originally from Punjab, India.

“He loved his property, he loved his dog and he loved his family. He was the owner of a factory that produced sweaters and cardigans.

“I don’t know why anyone would want to do something like this to him.

“He was just a very nice man who wouldn’t do anything to provoke this.

“I heard that he had a fight and that he was pushed and must have broken his neck.

“He was always joking. I don’t know anyone who has had problems with it.

“I went to visit his wife. It was very popular and a lot of people come to say sorry.

“He was thin but very fit because he was working on his plot all the time.”

Mr Kalija’s wife, Harjinder, 53, said: “It’s just horrible. Bhim would not harm anyone.”

Mr Kohli is believed to have been seriously assaulted by a group of youths near the entrance to the park who then fled the scene.

The pensioner was hit in the neck and spine and was left screaming in pain, his daughter said.

The group fled before emergency services arrived and took Mr Kohli to hospital, where he died.

Police have since arrested a 14-year-old boy and a 14-year-old girl and a 12-year-old boy and two girls on suspicion of murder.

The five children are currently being interviewed by police investigating the man’s death.

Before he died, Mr Kohli’s daughter told the Leicester Mercury: “He took the dog for a walk.

“They pushed him, hit him in the neck, in the spine.

“He was about 30 seconds from coming home. He’s always been very active – he’s got three lots. We’ve lived here for 40 years.”

The neighbor said: “I heard a commotion outside and he was lying in the park, screaming in pain. He said he had been pushed violently.”

Paying tribute, a friend said, “Bhim was my friend and we had our plots next to each other.

“He lived to tend to his plot and grow amazing vegetables and he didn’t threaten anyone.

“Kind and considerate man. If anyone has information please pass it on to the police. May he rest in peace.”

BRUTAL ATTACK

Officers are keen to speak to anyone who was in the park or in the Bramble Way area between 6pm and 6.45pm on Sunday night.

They said Mr Kohli was believed to be wearing a black jumper and gray jogging bottoms.

Leicestershire Police referred the IOPC watchdog to “prior contact” between officers and Mr Kohli.

Detective Inspector Emma Matts said: “Unfortunately, following the death of the victim last night, this has now become a homicide investigation.

“Police officers are continuing their accelerated work to determine the details of the attack.

“We have made a number of arrests as we continue to understand what happened.

“We still need people who were in the area to come forward if they saw anything or have any information that could help.

“Were you in the Franklin Park or Bramble Way area around 6.30pm on Sunday night? Did you see the attack itself?

“According to the given description, did you see the victim before the incident or perhaps a group of young people who left the area afterwards?

“Scene protection will remain in place at the park while our investigation continues.
