Davinder Singh is a former Indian police officer who served as Deputy Superintendent of Police (DSP) of the Srinagar Airport Anti-Hijacking Wing of the Jammu and Kashmir Police. He was arrested in the Mirbazar area of Kulgam Town in south Kashmir on the afternoon of January 11, 2020, when he accompanied two militants from Srinagar to New Delhi in a private car. Davinder Singh had been on police radar for weeks before his arrest. Davinder Singh hails from Tral, known as the hometown of Burhan Wani, the famous Hezbollah jihadist commander. Burhan Wani was a prominent Hezbollah Mujahideen commander who had become a household name in Kashmir before he was killed in 2016. Singh’s family owns orchards in Tral and his parents live with his brother Naseeb in Delhi. Singh served as Inspector and Deputy Superintendent of Police in Jammu and Kashmir Police for over 25 years. After graduating from Amar Singh College, Srinagar, he joined the police department as a sub-inspector in 1990. According to reports, Singh is married and his wife is a teacher. Singh has three children, his two daughters are pursuing MBBS in Bangladesh and his son is studying at Burnhall School, Kashmir’s premier school. According to sources, he is known as “Shanty Singh” among his friends and close people. He built a luxurious mansion in Indira Nagar, a safe area of Srinagar. The mansion shared a wall with the 15th Corps headquarters.

The first such incident occurred two decades before his arrest when five gunmen hijacked a truck from outside Athwajan in Srinagar. They looted the vehicle’s cargo, which belonged to a close relative of the then-in-charge, acting chief minister of Jammu and Kashmir Ghulam Mohiuddin Shah. Later, Shah reported to the then Jammu and Kashmir Police Chief that the hijackers were counter-insurgents who had obtained AK-47 rifles from Davinder Singh. However, no action was taken against Singh at that time. In another case, an FIR for ‘extortion’ was lodged against Singh on a complaint from a businessman; however, the investigation never reached its logical conclusion. Davinder Singh’s name once again hit the headlines in 2001 when he served as deputy chief of the Special Operations Group in central Kashmir’s Budgam district. He was transferred after massive public protests over the deaths in custody. In 2015, Singh’s name appeared in an FIR for allegedly extorting money from common people and falsely claiming their involvement in police cases.

Afzal Guru taught the children of Altaf Hussain, the brother-in-law of a senior police officer who was later Hussain took him back to Davinder Singh. The Guru further wrote in his letter,
One day Altaf took me to Davinder Singh (DSP). DS told me that I have to do a small job for him and have to take someone to Delhi as I know Delhi well and have to manage a rental house for him. As I didn’t know the man but I suspected that the man was not Kashmiri as he didn’t speak Kashmiri but I couldn’t do what Dravinder told me. I took him to Delhi. “
Despite calls from multiple political parties for an inquiry into the matter, no action has been taken against Singh so far after Afzal Guru was hanged in 2013. At a press conference in January 2020, when Inspector General Vijay Kumar was asked about Davinder Singh’s alleged involvement in the Parliament attack, he said:
