It is Bruce’s first return to management since being sacked by West Brom, with the Baggies 22nd in the Championship, in October 2022.
He previously managed Newcastle United between 2019 and 2021, when he left by mutual consent following an £8m payout.
He left St James’ Park just 13 days after Saudi Arabia’s £305m-backed takeover of the Toonside club, who subsequently appointed Eddie Howe.
One of a handful of managers to reach the milestone of 1,000 games in charge at the club, the 63-year-old will take charge of Blackpool training for the first time later this week.
Bruce said: “I’m delighted to be back in football and to take charge of this fantastic football club.
“I would like to thank Simon, Julian and David for giving me this great opportunity.
“I look forward to meeting all the staff and players over the coming days as we prepare for what we all hope will be an exciting season at Bloomfield Road.”
He takes over after the Tangerines sacked Neil Critchley on August 21 after starting their campaign with back-to-back defeats.

The Seasiders are yet to win a game this season, having lost two and drawn two to remain 22nd in League One.
Owner Simon Sadler said: “I am confident that Steve’s experience and leadership qualities will be a huge asset to Blackpool.
“His organized approach coupled with his desire to build a hard-working and fun side is a big part of what attracted us to him.

“Additionally, Steve’s ability to help grow and develop not only our playing staff, but also our coaching talent was important to us.”
Achieving legendary status with Manchester United as a player, Bruce enjoyed spells at Wigan, Birmingham, Sunderland, Hull City and Aston Villa during his prime.
A short spell at Sheffield Wednesday ended when he took the job at Newcastle in the summer of 2019.
He spent just over two years with the Magpies in a turbulent period for the club as Mike Ashley’s reign came to an end.
He played 476 Premier League games, 133 wins, 132 draws and 211 losses.
Bruce was heavily tipped for the role of coach of the Jamaican national team, however, former England, Newcastle and Middlesbrough coach Steve McClaren was given the role.
Bruce’s first game in charge will be on Saturday, September 14, when Blackpool take on Exeter City.
