Defensive injuries have opened the door for new options, while Liverpool star Joe Gomez has earned a recall to the squad.
The versatile defender has not played for the Three Lions since 2020 but has impressed for the Reds this season.
Jurgen Klopp pleaded with Gareth Southgate to call up the 26-year-old after he played in the 1-1 draw with Manchester City, and Gomez was called up despite his murky England background, after clashing with Raheem Sterling in training in November 2019.
Southgate revealed he had considered Ben White, but the Arsenal star told him he did not want to be considered for the England squad at the moment.
Chelsea star Sterling misses out once again, with Southgate favoring West Ham talisman Jarrod Bowen and Gordon, who is struggling with an injury.
The forward has five caps to his name but faces stiff competition for his place with Bukayo Saka and Cole Palmer battling it out for the right wing spot.
Palmer was called up for the second time after scoring 11 goals in 24 Premier League games for Chelsea this season, with eight assists.
The Three Lions have plenty of depth in attack with Southgate set to call on Phil Foden, Marcus Rashford, Ollie Watkins and captain Harry Kane.

Ivan Toney also features in the England squad for the first time this season, having previously missed out due to a gambling ban.
They are joined by more familiar faces at the back, including Man City pair Kyle Walker and John Stones.

Lewis Dunk, Ben Chilwell and Ezri Konsa are also there, and Harry Maguire has been called up despite missing the last few games through injury.
Also missing from the squad is Kalvin Phillips, who was dropped after struggling to rediscover his form at West Ham.
Declan Rice and Jordan Henderson keep their places in the squad with Jude Bellingham returning after missing last time out through injury.
James Maddison missed out on the last squad for the same reason but was selected this time.
