Hari Shankar Tiwari is an Indian gangster-turned-politician and social activist who served six terms as a member of the Uttar Pradesh Legislative Assembly and served in the Uttar Pradesh government under five different chief ministers cabinet minister. He had a political career spanning over 50 years, working with various popular figures including Indira Gandhi, Rajiv Gandhi, Atal Bihari Vajpayee and Mulayam Singh Yadav. Politicians work together. He is considered a politician with a strong base among the Brahmin community in eastern Uttar Pradesh, especially Gorakhpur.

Hari Shankar Tiwari was born in Tanda village, Chillupar, Gorakhpur district, Uttar Pradesh, India (then the United Provinces of British India). According to one source, he was born on Saturday, August 5, 1933 (age 89; at time of death), and according to another source, he was born on Monday, August 5, 1935 (age 87; at time of death) . His zodiac sign is Leo. He completed his education at the local village school. Later, he studied for Master of Arts degree at Gorakhpur University until 1961. Later, he ventured into politics. in sociology in 1984; however, he never completed it.

Early career in politics
Hari Shankar Tiwari was actively involved in student politics at Gorakhpur University. On August 30, 1979, when Kauriram MLA Ravindra Singh from Jantar Party was murdered, Hari Shankar Tiwari’s name was registered in an FIR. His organization later began competing for railroad scrapping contracts, working with them to make money and buy guns.
He later fought with the Rajput Virendra Pratap Shahi for control of Gorakhpur. It is alleged that Surti Narayan Mani Tripathi (also known as SNM Tripathi or Pandit Tripathi) wanted to weaken the dominance of Gorakhnath Math and helped Tiwari open a Hata (courtyard) at his home and help the locals as Math used to do.
This resulted in enmity between Gorakhnath Mas and Tiwari that lasted throughout his life. When Yogi Adityanath became the leader of Gorakhnath Math, he became the leader of the Rajputs and Tiwari subsequently became the leader of the Brahmins leader.
Emerge as a local leader
In 1985, while still in jail, he contested the Chilupa constituency election as an independent candidate and defeated the Congress Party’s Markendayanand by 21,728 votes. This is the first time in the history of India that a candidate has won an election in this way.
It is widely believed that Hari Shankar Tiwari provided political protection to many gangsters including Shri Prakash Shukla and Amarmani Tripathi. Shri Prakash Shukla murdered Hari Shankar’s main political rival Virendra Pratap Shahi in Lucknow in 1997.
Allegiance to different political parties
Hari Shankar won his first election as an independent candidate, joined the Indian National Congress party and developed a very close friendship with Indian Prime Minister Rajiv Gandhi.
Later he left the Congress and joined the All India Indira Congress Party (Tiwari) led by ND Tiwari. Later, he formed his own party in October 1997 along with Jagdambika Pal, Rajeev Shukla, Shyam Sunder Sharma and Bacha Pathak and named it Akhil Bharatiya Loktantrik Congress.
He served as Transport Minister in the Kalyan Singh government (BJP) from 1997 to 1999.
In 2000, he became the cabinet minister for stamp duty and registration in the Uttar Pradesh government (BJP) led by Ram Prakash Gupta.
In 2001, he became the Science and Technology Minister in the Uttar Pradesh cabinet of the Bharatiya Janata Party led by Rajnath Singh. He also served as a cabinet minister in the BSP government led by Mayawati in 2002 and the Samajwadi Party government led by Mulayam Singh Yadav in 2003. His political downfall began in 2007 when he lost the 2007 elections to Rajesh Tripathi. In the 2012 legislative elections, he lost his seat again. After his defeat, he withdrew from active politics and never ran in an election again. However, he continued to exert influence in the region.

Hari Shankar Tiwari allegedly used to support local goons and gangsters and used them to take revenge on different people. More than 35 cases of murder and hooliganism were registered against him under the Anti-Terrorism Act, the National Security Act and the Gangster (Prevention) Act; however, he was never convicted in any case.
Protest Yogi Adityanath
In April 2017, when Yogi Adityanath became chief minister of Uttar Pradesh, a police team raided his home looking for robbery suspects. The police team did not have any court order to search his house. This was the first time police entered his home. His supporters took to the streets of Gorakhpur to protest against the local government. Tiwari himself stated that Yogi was trying to harass him due to a feud.

He felt uneasy and passed away at his residence in Dharamshala area of Gorakhpur at 7:30 pm on May 16, 2023. He had been suffering from kidney and heart problems for the past two to three years. According to one source, he was 87 when he died, and according to another, he was 89. His body was taken to his ancestral village, Tanda, where his followers paid their last respects to him. After his death, many people, including former Uttar Pradesh chief minister Akhilesh Singh Yadav, paid tribute to him on Twitter.
