Officers were called to the child’s home in Forge Road, Kingsley, near Bordon, Hampshire, at around 5.02pm that day.
An urgent search for the girl was then launched.
Shortly after, she was found in Kingsley Pond – just 200 meters from her home.
Flowers were left with one tribute which read: “BREAK ANGELS xx.” Another called her a “sweet girl.”
Two police officers stood watch outside the semi-detached house where Annabel lived with her parents – named Peter and Alice – yesterday.
Police were called at 5pm following reports that Annabel was missing and began an immediate search.
A villager said they heard the voice of an adult at the pond around the time of the tragedy shouting, “Help me, help me.”
They said the child was wrapped in blankets, placed in the back of an ambulance and rushed to the hospital.
Doctors did everything they could to save Annabel – but she died on Monday.
The cause of her death is not yet known.
A family friend said: “We are really upset. Annabel was very, very quiet.
“Whenever we saw her in the village, she would smile at us. She was a sweet little girl – very, very quiet and shy. Timidly, I would say.”
And a local told The Sun: “The first time we found out about it was when the police car stopped. Within 20 minutes the place was flooded.
“The whole place was cordoned off and the CID asked us if we had footage on our camera – which we did.
“But there was nothing there. We can’t see the little one. It’s absolutely horrible.
“We met her. For Halloween we get a lot of decorations around the house for our little one and she used to come and look. She was beautiful—a beautiful little girl.”
Charmayne Dennard visited the lake to lay flowers.
Throwing sunflowers into the water, she said: “It’s so heartbreaking, I had to come and pay my respects.
“That poor, poor little girl. You can’t imagine the pain her family is going through.
“The unknown is so scary, it’s scary to even think about what happened.”
Witnesses told The Telegraph they arrived home to find the area cordoned off and the young man “floating” in the water.
One resident said: “Everyone is just hoping for the best but it’s very strange.
“There are houses beyond the lake and the common, but the terrain is dense and it would be difficult for a small child to get that far.”
A woman in her 40s has since been arrested on suspicion of murder and remains in police custody, Hampshire Police said last night.
The police officers called on all witnesses to come forward.
Police said: “Officers are appealing for information following the death of a child who was found unresponsive at Kingsley Pond.
“Police were called at 5.02pm on Sunday, September 10, to reports of a two-year-old girl missing from her home in Forge Road, Kingsley, Bordon.
