Other emergency services were also present.
No one was seriously injured, police said.
It is understood the people on the ride – said to be a Super Trooper – began removing it at around 5pm, an estimated two hours after the problem started.
The police later confirmed around 8:00 p.m.: “We are pleased to report that everyone was rescued safely and that there were no serious injuries.
“Thank you for your patience while we dealt with the incident.”
The ride opened earlier this year.
It spins the passengers in the carriages around the central wheel through the air, leaving their legs dangling under the seats.
Chris Crehan told The Sun it was not the first time the new attraction had broken down in recent days.
He said: “We were on holiday there last week and this ride broke down on Thursday while we were queuing for it.”
He added that it took about 10 minutes to correct that time.
Chris said: “Also, the slide broke on Saturday while people were on it.”
Bottons took over the site in 1965 and offers roller coasters and classic rides.
