Arrested for participating in Nuh riots

Mamman was arrested by the Special Investigation Team of Haryana Police on September 14, 2023, from his relative’s house in Rajasthan. After his arrest, the police enforced Section 144 of the Criminal Procedure Code (Unlawful Assembly) in Nuh district of Haryana on the same day. The government also ordered the suspension of mobile internet and text messaging services in the region. He was arrested on August 1, 2023, on an FIR lodged at Nagina police station for his involvement in Nuh riots. He was accused of encouraging people to commit violence. After the complaint was lodged, he was summoned by the SIT for questioning, but he failed to turn up, claiming that he was ill. On September 11, 2023, he filed a petition in court seeking immunity from arrest, stating that the SIT charges against him were false. In his plea, he said he was not in Nuh when the riots occurred. However, the court rejected his request and he was arrested on September 14, 2023. After his arrest, he appeared in court and was detained by police for two days.

A check of call details from Taufiq’s and Khan’s mobile phones and cell tower locations revealed the calls were made on July 29 and 30, the day before the violence in Nuh – July 31. Judging from the location of the tower, Khan was within 1.5 kilometers of the incident site from July 29 to 30. Therefore, the statement in the petition that he was not close to the incident site is incorrect. “.

After his arrest in connection with the Nuh riots, three more complaints were lodged against him:

  • The first complaint was lodged at the Nagina police station, with charges including rioting, inciting hatred between groups, theft, destruction of evidence, criminal conspiracy, armed robbery, refusal to sign a statement and encouraging unlawful conduct. The complainant, Shiv Kumar Arya, claimed that some people from the Muslim community broke into his oil factory on July 31, 2023, stole it and set it on fire. This resulted in a loss of Rs. 15 million to him.
  • The second complaint lists charges under various sections of the Indian Penal Code, including charges of unlawful assembly, inciting enmity between groups, causing damage to property and criminal conspiracy. The complainant, Dayaram, alleged that some people from the Muslim community looted and vandalized his cement shop, causing a loss of Rs. Three hundred thousand.
  • In the third complaint lodged under various sections of the Indian Penal Code, Sonu Kumar reported an incident of vandalism, looting and placement of motorcycle parts, including unlawful assembly, inciting hostility between groups, Charges of theft, arson and criminal conspiracy. Shops in Badkali Chowk caught fire.

Facts/Trivia

  • In May 2022, Maman issued a statement stating that cow vigilantes involved in illegal activities would not be allowed to enter the village. After making this statement, he claimed that the cow vigilantes warned and threatened him, telling him not to enter the State House. In response, Maman wrote to the chief minister, home minister and police chief of Haryana, asking them to look into the matter. He also said the state government would be held responsible if anything happened to him or his family. In an interview, he addressed this issue and said:

    If in this state, MLAs are not safe from these fanatics, what do you expect from the common man? I have said as a public representative that we will not allow vandalism and the unauthorized use of force and weapons. What went wrong?   • In August 2023, Mamman’s wife Shamshaad filed an FIR with the police against an unidentified woman, alleging harassment and blackmail. In her complaint, she described an incident in which her husband received a call from an unknown number, where the caller said they were taking his wife home. However, Maman clarified that his wife was already at home. After the call ended, a woman claiming to be his wife came outside their home and caused a farce. Shamshad noted that her husband’s name had been used two or three times before in similar incidents. She believed it was an attempt by the opposition to damage her husband’s reputation.

  • After the 2023 Haryana riots, Haryana Home Minister Anil Vij accused Maman of inciting hatred among people. He said in a statement,
