The business prospectus establishes that the company was founded with the intention of processing and marketing petroleum derivatives as fuel, kerosene and diesel.

At the time, internal combustion engines and marine boilers were widely used in Japan. Also, after the Great Kanto Earthquake of 1923, the popularity of automobiles increased rapidly, resulting in increased imports of gasoline as supply could no longer keep up with demand.

Masao Saneyoshi believed that domestic gasoline production was essential for Japan’s future development. He first worked at the Yokohama Specie Bank after graduating from the Department of Political Science at the (then) Tokyo Imperial University School of Law, before moving into the international trade sector.

In response, he licensed the Dubbs Cracking Process technology from Universal Oil Products Co. (UOP), which at the time was the state-of-the-art method of producing gasoline. With that in hand, he and well-known businessman Tokuzo Shima founded the Japan Petrol Co., Ltd. (the forerunner of JGC Holdings Corporation) in 1928 with the goal of refining and selling oil.

JGC originally intended to build and operate an oil refinery in Otsu-cho, Senpoku-gun in Osaka (now Izumiotsu City). The severe downturn in oil market conditions caused by the Great Depression and the hostility of local citizens towards the idea were two of the many obstacles to the proposal. Objections from local residents stemmed from concerns about air pollution.
