Nongthombam Biren Singh, popularly known as N. Biren Singh, is an Indian politician, former football player and former journalist. On March 15, 2017, he was elected as the 12th Chief Minister of Manipur. On March 11, 2022, he resigned as Chief Minister of Manipur.

Biren Singh started his career as a football player when he was 18 years old. He was recruited by the Border Security Force (BSF) and initially played domestic football for the BSF team. Later, he became the first footballer from Manipur to play outside the state. In 1981, he was part of the BSF football team that defeated Mohun Bagan of Kolkata to win the Durand Cup. He quit the team in 1982 but continued to play for Manipur until 1992.

In 2002, Biren joined the Regional Democratic Revolutionary People’s Party (DRPP) and began his political career. In the same year, he was elected to the Manipur Legislative Assembly from Heingang constituency. A year later, he was first appointed Minister of State for Vigilance and later Minister of Irrigation and Flood Control and Youth Affairs and Sports in the Manipur government. The Democratic Revolutionary People’s Party (DRPP) merged with the Indian National Congress (INC) before the 2007 parliamentary elections. In 2007, he participated in the Legislative Assembly elections in the Heingang constituency on behalf of the Indian National Congress and retained the seat. In 2012, Biron was re-elected to the Legislative Council for the third consecutive term. However, he was excluded from the cabinet in 2012, leading to a deterioration in his relationship with then Manipur Chief Minister Okram Ibobi Singh. During this period, he served as the Vice-Chairman of the then Manipur Congress Committee. In September 2015, when the BJP passed a bill to protect indigenous peoples in the Manipur Legislative Assembly, he said the bill would not harm any community in the state. He resigned from the Manipur Congress Committee and Manipur Legislative Assembly in October 2016 due to poor relations with Okram Ibobi Singh. Later, Singh joined the Bharatiya Janata Party and became the Manipur spokesperson and co-convenor of the Election Management Committee of the BJP. state. In 2017, he contested the Manipur Legislative Assembly elections from the Heingang Assembly constituency on the BJP ticket and won.
On March 15, 2017, Biren Singh was sworn in as the Chief Minister of Manipur and most of the MLAs were submitted to the Governor. He became the first chief minister of the Bharatiya Janata Party of Manipur.
In January 2018, Biren Singh, as the Chief Minister of Manipur, laid the foundation stone for the new teaching building of Manipur Public School. The project, which includes new classrooms, principal’s room, common room, library, laboratories, toilets and separate hostels for boys and girls, is being undertaken by the Manipur Minority and OBC Economic Development Society (MOBEDS). The Union Ministry of Minority Affairs has estimated the cost of the project at Rs. 1080 Crores.
In April 2018, Biren organized the first state-level ginger festival at Parbung in Pherzawl district. The festival is an initiative to promote agriculture in the state, which is one of the most backward. The festival has received positive reviews from farmers, who report that since 2018 they can sell organic produce (ginger) year-round.
Under his leadership, Manipur became the second state in India to be declared coronavirus-free during the COVID-19 pandemic in 2020. In 2020, Manipur had only two patients who tested positive for the virus and successfully recovered.
In June 2020, nine MLAs from Manipur who supported his government accused him of lack of action during the Covid-19 pandemic and withdrew their support to his government. He was one of eight MLAs from Manipur who defied party whips and skipped the Legislative Assembly proceedings during the trust vote. Subsequently, all party members quit the Indian National Congress and joined the Bharatiya Janata Party.
In 2022, he participated in the legislative assembly election in the Heijiang constituency. He defeated Congress candidate P Sharatchandra by 18,271 votes to become the MLA (from the Bharatiya Janata Party) from Heingang constituency for the second time.
On March 11, 2022, he tendered his resignation as the Chief Minister of Manipur to the Governor of Manipur at Raj Bhavan.
On March 21, 2022, he was sworn in as the Chief Minister of Manipur for the second consecutive time.

Accused of putting pressure on NAB
In July 2020, NAB Additional Superintendent of Police Thounaojam Brinda charged Manipur Chief Minister N Biren Singh for allegedly pressuring the Border Narcotics and Affairs Bureau to drop cases against those accused in an anti-narcotics raid that took place in June 2018. , Brinda filed a complaint against Singh in the Imphal High Court.

Controversial Law AFSPA
N. Biren Singh hit the headlines in January 2022 after the controversial Armed Forces (Special) Powers Act (AFSPA) was implemented in Manipur. AFSPA gives the country’s military sweeping powers to operate freely in areas that have been declared “troubled areas.” After the law was implemented in Manipur, N. Biren Singh said that he was too opposed to the law but had to welcome it due to national security considerations. He said in an interview with an Indian media,
I personally oppose AFSPA. But as a responsible head of state, I must also see national security.
He further said,
I am trying to bring a good law and order atmosphere to the state… We have to keep an eye on the situation in neighboring countries as well. “
