Niharika Kaul Bhattacharya, also known simply as Niharika Bhattacharya or Neha, was born after her mother was assassinated by political giant Atal Bi Atal Bihari Vajpayee came into limelight after his adoption. Although she was never in the spotlight, she was often seen with her grandfather during her childhood.

She was born into a prestigious family. She is the granddaughter of three-time Prime Minister Atal Bihari Vajpayee. Her father Ranjan Bhattacharya was a businessman and bureaucrat. In May 1996, during Atal Ji’s 13-day tenure, he was also appointed as Special Duty Officer in the Prime Minister’s Office.
