Hoiby, the son of Norway’s Crown Princess Mette-Marit, is accused of sexually abusing “someone who is unconscious or otherwise unable to resist the act,” police said.
He was previously detained in August after allegedly assaulting his ex-girlfriend.
Police arrested Hoiby again in September for violating a restraining order.
Officers then detained Hoiby on Monday night after fresh information came to light during the ongoing investigation.
Prosecutor Andreas Kruszewski claims Hoiby sexually assaulted a woman in her 20s in Oslo earlier this year.
Hoiby was in a car with the alleged victim from the August incident. when police arrested him shortly after 11 p.m. local time, according to police.
Police also said Tuesday that suspicions about the August incident now include domestic abuse.
Police said they have yet to decide whether he will be remanded in custody.
Hoiby was born in 1997 from a relationship before Mette-Marit married in 2001 Crown Prince Haakon, Crown Prince of Norway.
He and his half-siblings — Princess Ingrid Alexandra, 20, and Prince Sverre Magnus, 18 — were raised together by Mette-Marit and Haakon.
Unlike them, he does not have an official public role.
After his arrest in September, Aftenposten reported that Hoiby was denied access to his mother and stepfather’s home.
