Rashmi Shukla is a 1988 batch Maharashtra cadre IPS officer. She was in the news for tapping the phones of some political leaders in Maharashtra, leading to charges filed against her by three FBI agents between 2021 and 2022. In January 2024, she created history when she became the first woman Director General of Police (Maharashtra DGP).

Rashmi Shukla, known before marriage as Rashmi Awasthi, was born on Tuesday, June 30, 1964, in Uttar Pradesh, India (age 59 in 2023). Her zodiac sign is Cancer. After completing her schooling at St. Xavier’s High School, Mumbai, she attended Elphinstone College, Mumbai, where she completed her studies. Later she joined Mumbai University. There she earned an M.F.A. After completing her formal education, Rashmi appeared for the UPSC Civil Services Examination and successfully passed it. Thereafter, she reported to the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Telangana, where she underwent the police training module.

Her husband’s name is Uday Shukla. He was an IPS officer and served as RPF chief security commissioner-cum-IG in Mumbai Western Railway until 2018. He died at the age of 58 in 2018 while undergoing cancer treatment at Ruby Hall Clinic in Pune. The couple has a son and a daughter.

Soon after, she was appointed as the Superintendent of Police (SP), Nashik Rural Police. She continues to serve as SP of Aurangabad Rural, Satara Rural and Pune Rural. Later, she was posted to Mumbai where she was appointed Deputy Commissioner of Police, Zones 1 and 5. During the 2008 Mumbai terror attacks, she served as coordinator of the Maharashtra government and performed outstandingly in counter-terrorism operations. The hard times earned her many appreciation awards. Later, she was appointed as Additional Commissioner of Police (ACP) of Mumbai South zone. Thereafter, she became the Joint Commissioner of the Crime Branch of Mumbai Police. She has also served as Commissioner of Police, Nagpur and Pune (2016). She became the second woman to hold the post of Pune Police Commissioner.
Thereafter, she served as Additional Director (Traffic). She subsequently held the positions of Deputy Inspector General (Administration) and Inspector General (Law and Order). She was subsequently sent to the State Intelligence Department (SID) as commissioner; she held this position until her removal in 2019. Thereafter, she served as Director General (DG) Civil Defense. She was promoted to Assistant Director General, Government of India in 2021.
In the same year, she was appointed as Additional Director General (ADG) of the Central Reserve Police Force (CRPF) in J&K district. In 2022, she was appointed as Assistant Director General, CRPF, Hyderabad.
In the same year, she was appointed as the Director General of Police (DGP) by the Government of India. In 2023, she was appointed as the Director General (DG) of Seema Suraksha Bal (SSB) and served in the post till January 2024 when she was appointed as the Director General of Police, Maharashtra.

Phone eavesdropping case
Rashmi Shukla had three FIRs lodged against her in 2021 and 2022, alleging she illegally tapped the phone calls of Congress president Nana Patole during her tenure as commissioner of the state intelligence department . Patole made these accusations in 2021. This triggered an investigation, following which the Pune police filed an FIR on February 25, 2021. The FIR alleged that phone tapping was carried out for 60 days for “political motives”. In 2022, Shukla challenged the FIR in the Bombay High Court, claiming that the MVA, the then-ruling Maharashtra government, had made false allegations against her.
The Central Bureau of Investigation (CBI) took over the case in July 2022. Two of the three FIRs filed against Shukla were dismissed by the Bombay High Court in early 2023. Later, the CBI submitted its closure report in May 2023, which was accepted by the Bombay High Court. Bombay High Court, the case was officially concluded in September 2023.
