Rishi Kumar Shukla was born on August 23, 1960 in Gwalior, Madhya Pradesh, India (age 58 in 2018). He completed his primary education at Carmel Convent High School in Gwalior and moved to Kolkata with his family when his father was appointed as the Managing Director of Hindustan Motors. He completed his further education from a Hindi high school in Kolkata. He was a bright student during his school days and got admitted first to IIT Kharagpur and then to IIT Kanpur. However, Shukla could not continue her studies due to family problems. He then returned to Gwalior and enrolled in a college to pursue a bachelor’s degree in commerce. Thereafter, he studied for a master’s degree in philosophy. In 1983, after graduation, he appeared for UPSC and passed the exam in his first attempt.

Rishi Kumar Shukla belongs to a Brahmin Hindu family. His father, Bal Krishna Shukla, was an engineer with the Madhya Pradesh Electricity Board in Gwalior and the managing director of Hindustan Motors in Kolkata. He has a sister named Shramita Pandey.
His grandfather Rameshwar Shastri was a famous Ayurvedacharya of Lala Ka Bazaar. In addition, the street where his grandfather once practiced medicine was named Doctor Rameshwar Shastri Lane/Lala Ka Bazaar after his grandfather.
His wife Neelam is a school teacher. The couple has two daughters. Both of them are engineers.

Rishi Kumar Shukla is a 1983-batch Indian Police Service officer from Madhya Pradesh. After completing training from the National Police Academy, Rishi was posted in Shivpuri, Damoh, Raipur and Mandsaur districts of Madhya Pradesh and Chhattisgarh. He was only 23 years old when he joined the office, making him one of the youngest among the batch of IPS officers.
In 2005, he was instrumental in the deportation of Abu Salim and his then-girlfriend Monica Bedi.
In 2016, Shukla was appointed as the Deputy Director General of Madhya Pradesh by the then Chief Minister of Madhya Pradesh. During his tenure, he took tough action against corrupt police officers. Additionally, during his tenure, he was responsible for meeting 8 SIMI (Students Islamic Movement of India) within hours of the outbreak at Bhopal Central Jail.
Rishi is a driving force behind technological advancement in Madhya Pradesh police and is the man behind the Dial 100 system. Apart from this, he is the first MP DGP to have an official Twitter account. He also briefed the Madhya Pradesh Police about the Anti-Terrorism Squad (ATS) and Special Task Force (STF).
Rishi was trained in crisis management and hostage negotiation in the United States. He had a brief association with the Intelligence Service over his handling of sensitive cases.
From October 2018 to December 2018, Shukla took 6 weeks off for bypass surgery. On December 4, 2018, he was transferred as Chairman, Madhya Pradesh Police Housing Corporation (January 30, 2019) after the newly elected Congress government resumed his duties as Inspector General of Police.
Three days later, on February 2, 2017, Rishi was appointed Director of the Central Bureau of Investigation (CBI) for a fixed term of two years.

During the tenure of the Congress government in Madhya Pradesh, he was replaced by VK Singh by the Kamal Nath government on January 30, 2019, as the government believed that Rishi Kumar Shukla was behind the arrest of pro-Congress YouTuber Abhishek Mishra. Moreover, the Congress government has raised questions over Shukla’s decision-making on the posts of some IPS officers.
