Robert Garrow Jr. was born on March 4, 1936, in Dannemora, New York, to poor farmer Robert Omer Garrow and his wife Margaret. Suzanne Basso, his eldest sister, will eventually become the mother of another murderer. Garrow later claimed that his parents were harsh disciplinarians who often physically assaulted their children with anything they could get their hands on, including bricks. His brothers and sisters confirmed his stories. He died on September 11, 1978.

Garrow returned to New York in 1957 when he married and had a son. His life did not improve; he was fired from a series of menial jobs, including one at a fast-food restaurant he burglarized, and was in an abusive relationship with a guy he later described as sadistic. In 1961, Garrow was arrested for rape. He pleaded guilty to first-degree rape and was sentenced to prison terms ranging from 10 to 20 years. Garrow was granted parole in 1968. He committed a series of rapes shortly after his release, many of his victims being minors.
He was arrested for raping two pre-pubescent girls, but jumped bail and ran away. Garrow killed four people in July 1973, including a young lady he kidnapped and violently raped before the murder, and a high school camper a few days later in the Adirondacks. Three witnesses fled and sought police assistance, sparking a twelve-day statewide manhunt that was the largest in New York State history at the time. Roadblocks were set up at intersections around the Adirondack Park, forcing vehicles to open their trunks so they could be thoroughly searched by law enforcement officers. Motorists are urged not to stop for any pedestrians near roadways in case Garrow pretends to be a hitchhiker. Environmental Protection Officer Hilary J. LeBlanc cornered him in the woods 60 miles (100 km) north of the crime scene and shot him in the foot, arm and back. He survived, claiming to be half crippled.
