Sameer Rizvi was born on Saturday, December 6, 2003, in Loiya village, Meerut, Uttar Pradesh, India (20 years old; as of 2023). His zodiac sign is Sagittarius.
His family later moved to Lal Kurti area of Meerut. He showed interest in cricket from the age of five, often going to the stadium to watch his uncle Tankeeeb Akhtar play in cricket tournaments. Sameer Rizvi started playing for the Uttar Pradesh Under-14 team in the 2014-15 season and played for them until the 2015-16 season. He played for the Uttar Pradesh U-16 team from 2016-17 to 2018-19.
He played for the Uttar Pradesh U-19 team from 2018-19 to 2019-20. He represented the India U-19 B team in the 2018-19 season and the India U-19 A team in the 2019-20 season. He represented SG Cantt in the 2020 Cricket Championship.
He started representing Uttar Pradesh in the Ranji Trophy in the 2019-20 season. Samir played for Vats Sport in the Guts N Glory Corporate League in 2021 and scored 126 runs off 48 balls in one match.

He scored 200 runs, including the highest score of 122 and the fastest hundred of the tournament. He hit 35 sixes, the most in the tournament.
