He served as treasurer of the Karnataka Pradesh Congress Committee (KPCC) for more than three decades since the 1980s. In 1969, he became a city councilor in Davanagere. He started his political career as a member of the Lok Sabha, serving from 1998 to 1999, representing the Davanagere constituency. Later, he was appointed Minister of Horticulture and Agriculture Marketing from 2013 to 2016. He also represents Davangere South constituency and has been an active member of the Karnataka Legislative Assembly since 2004.

In 2012, he deposited Rs 5 crore and established Dr. Shamanur Shivashankarappa Janakalyna Trust. Interest on this deposit is used to provide scholarships to financially disadvantaged students at Davengeley.
In 1986, he founded the Bapuji Cooperative Bank and set up canteens in local temples, marriage halls, parks, lakes and other places to help the people. He has served as Chairman of Davangere Angavikalara Ashakirana Trust, Davangere Cricket Club and Davangere Davansi Sports Club. During the Covid-19 lockdown, he spent Rs 6 crore to purchase 60,000 doses of vaccine for vulnerable groups. He also created awareness among the public to make Devonray a smart city.
