The Norfolk and Suffolk NHS Foundation Trust’s (NSFT) chairman, Zoe Billingham, expressed grave worry about the possibility of officers not responding to calls about mental health unless there is a threat to life.
The Metropolitan Police has informed health and social services in writing that, starting in August, its officers will no longer respond to all calls related to mental health crises.
The Norfolk Police Department stated last month that it was also reviewing how it responds to calls to determine which are “not core policing business” in order to free up officers’ time rather than dealing with people in need of professional medical assistance.
In Norfolk, one in five 999 and 101 calls are from persons who are experiencing mental health problems. However, there are significant worries about what the policy change would imply for those who are at risk.
Ms. Billingham, a former inspector of police, stated on BBC Radio 4’s Today programme that it would be “really, really dangerous” for the police to abruptly stop responding to mental health crisis calls at this time.
However, it has always been the responsibility of the police to be the first response. “It is absolutely correct that people in mental health crises do need to be cared for in a health setting.”
The Right Care, Right Person (RCRP) approach, which involved mental health staff responding to calls and was found to reduce the need for 1,100 police hours per month, is being considered for adoption by both the Met and Norfolk police. It was first tested by Humberside Police.
There isn’t another organisation to step in and fill the void, so Ms. Billingham said: “I am worried to see how this works.
