The phrase “made whole” refers to Premier Doug Ford’s pledge to make sure that municipalities don’t lose money as a result of the split. Patrick Brown, the mayor of Brampton, has reiterated this commitment as proof that his city will be compensated for funding infrastructure in other towns.

To assist in organising the region’s resources and services, a transition board will be established at some point this year. As things stand, there are still many uncertainties around how this separation will function.
