POLICE failed to respond to a 999 call from a father just moments before he was found dead along with his two daughters, sources say.
Officers forced their way into a house in Costessey, near Norwich, shortly before 7am yesterday following a frantic call from a member of the public.

There they tragically found Bartlomiej Kuczynski dead, along with his two young daughters and a wife.
The names of the 45-year-old are local, as are his 12-year-old daughter Jasmin and her seven-year-old sister.
The woman, 36, has not yet been named.
Officers today confirmed they received a 999 call from the house shortly before the bodies were found.
Sources confirmed tonight that Mr Kuczynski was the man who made the call, to which the police did not send officers.
Earlier today, locals said the young girls would be remembered as “lovely” and “beautiful”.
Neighbor Jocelyn Atienza said: “They were lovely girls who were a bit shy. We used to see them walking around together.
“They would look very happy when they were out with their friends.
“The older one would take the bus to school, and her little sister would walk to the elementary school by herself.
“Their mother was friendly and we always greeted each other on the street.”
Norfolk Police said earlier today that it had referred the matter to the Independent Office for Police Conduct.
Police confirmed they received a call from a man at the address at 6am.
However, officers were not deployed until a second call from a citizen shortly before 7am.
Officers also spoke to the guard dog for coming to the home on December 14 in connection with a missing person investigation.
Police said: “Officers were called to the address just before 7am after a member of the public called police to express concerns for the welfare of the people inside.
“The police arrived at the scene around 7:15 a.m. and forced entry to the address and found the bodies of two young girls, a 45-year-old and a 36-year-old woman.
“The police cordon remains in place and forensic investigations will continue today inside the property.
“Detectives have been conducting door-to-door inquiries, speaking with witnesses and continuing to review local surveillance footage.”
Roads along Allan Bedford Crescent remained closed today and officers said they would remain in the area for “a long time”.
Detective Chief Inspector Chris Burgess, from the Norfolk and Suffolk Major Investigation Team, is leading the investigation and thanked the local community for its support.
He said: “We have had a heavy police presence in the area since yesterday morning and the local community’s concern is understandable.
“However, their help and support in the investigation has been unwavering and on behalf of everyone involved in this devastating incident, we are extremely grateful for that.
“Today, the focus of our inquiries remains at the address and we are examining local CCTV.
“While we are still piecing together what happened, at this stage we remain confident that this is an isolated incident.”
All four people were found with injuries, and an autopsy will be performed later to determine the cause of death.
The force said it was not currently investigating any other locations and that it was an “isolated incident”.
