The Director of the Bureau of Investigation and Enforcement (BIE) is a long-time Gaming Control Board investigator whose previous experience also includes working with the Secret Service and local law enforcement.

Mauro started working with BIE in January 2006 as a supervisor in Harrisburg. In April 2007 he was promoted to the position of deputy director. David Kwait, founding director of BIE, retired in December 2009 and Mauro took over as director.

Paul Mauro has effectively led BIE’s operations for more than three years and has proven to be a very capable leader in this capacity, according to PGCB President William H. Ryan. Paul has earned the respect of senior figures in other Pennsylvania law enforcement branches, as well as his colleagues within the BIE and PGCB during his six years with this organization.

It is worth noting Mauro’s career in the police. He spent eight years with the Lancaster City Police Department, where he rose to the rank of Sergeant, three years as a Special Agent in the United States Secret Service, and four years as Police Chief of the Lancaster City Police Department.

In addition to his professional experience, Mauro holds a master’s degree in education from Kutztown University and a bachelor’s degree in accounting and psychology from Elizabethtown University. His wife, his and his three children live in Lititz, Pennsylvania.

By conducting compliance and regulatory investigations, the Office of Investigations and Enforcement, a separate division of the PGCB, works to protect the integrity of gaming operations in the Commonwealth. In this capacity, the BIE has surveyed casino owners, operators, as well as gaming manufacturers, vendors and service providers interested in doing business in the Commonwealth gaming industry approximately 50,000 times since 2005.

Carrying out this function requires close cooperation with other state agencies, such as the Ministry of Foreign Affairs, the State Police, the State Prosecutor’s Office and the Tax Administration. Strong cooperation with other gaming regulators in the United States enhances this collaboration.

Law 71, known as the Horse Racing and Gaming Development Act, was passed in 2004 and created the Pennsylvania Gaming Control Board. The Gaming Control Board, Pennsylvania’s first completely new state agency in nearly 40 years, is charged with regulating all aspects of the state’s casino business.

Since the first casino opened in November 2006, the 11 casinos that now operate together have generated more than $6.5 billion in revenue from taxes and license fees, employ more than 16,000 people, and offer slots and table games.
